91 TSI AWD Auto, won't shift down

It will go in reverse and neutral, but even if you put it in low, it takes off in drive. Local trany place has no idea, they checked all fuses and such and all is good. They didn't want to start putting computer parts in it, and not fix the problem.
It won't kick down at any time.

It may actually be a problem in the valve body of the trans, which would suck because the you need to overhaul the trans.
