91 Eagle-Problem going from 3rd to 4th

When I start out driving in the morning, or anytime after a couple of hours, the tranny will not shift into fourth gear. But if I turn the car off and then turn it on again it will shift. Any kinds of ideas will help. I work for a car dealership but some of the techs think that it is a bad solinode.
