90 turbo talon problems

Car is a 90 talon rs with a 16g turbo, internal wastegate, smic, and 450 injectors. The problem that i'm having is when driving, the turbo spools up and around 3500 rpm it seems like there is absolutely no power. It feels like its a stock car. When i start the car and let it idle for a few and rev it the CEL comes on and stays on. The turbo is new with absolutely no play. I dunno if its the ecu, wastegate, or a fuel problem. Any ideas? Would a bad bov cause this symptom? I'm goin to check for boost leaks tomorrow morning.

no boost leaks. pulled codes and its the ecu. now i don't know if i have eprom or a non eprom ecu. how do i tell if i have eprom or not?

Pull the ecu. Take off the 4 screws on the cover. Look for the EPROM chip. Search for pics on the site.
