hey i have a 90 laser rs turbo, the intake that comes off the turbo goes up to the air filter, but there is also a rubber house that splits outa the intake that goes onto the BOV do i need that line hooked up?
 
Yes you do.

That hose is for two things, it provides filtered, metered air at idle when the stock BOV is open so that the car doesn't run lean and recirculates the metered air back into the intake when the BOV releases the pressure in the intake so that the car doesn't run rich.
