75% throttle and idle problems

When my car warms up the idle gets much higher 2k plus. When at running tempature the throttle doesnt shut all the way, i can hold it down and fix the high idle problem. I read on these forums to try adjusting the bolts on the black box that holds the throttle cables. When the car is off in acc. mode the S-afc says i only have 75% throttle when i floor it and like 3.8 without gas pedal down. Is there something to adjust to fix both this cause just the throttle cable nuts doesnt fix the stuck throttle or the 75% The car did this before i put a new TB in and still has same prob after new TB.
 
I didnt do any adjustments to the throttle body. the cables arent physically sticking to anything but when its hot in the engine bay its like the spring doesnt pull the the plate all the way closed. i know the changes in temps can cause the metal to shorten or lengthen and maybe make the spring, erm, less springy.
