420a Wont Turn over when parked on a hill

ok- im not quite sure what direction to go with this so i figured someone on here would know and hopefully catch what im missing.

Ive got a 97 Eagle Talon ESi with the 420a. It was recently rebult top and bottom ( about 8 months ago).

The car was running good up until a few days ago where once i turn off ther ignition and let the car set for a few hours- it wont turn over- it appears to be flooded.

It only seems to hapen when i park on a hill or slight slope.

I replaced the intake, spark plugs, plug wires, starter, alternator, battery, and throttle positioning sensor.

I cannot get the thing to stay running- it starts to crank then backfires usually blue/white smoke and a flame.

I was told i might have to ADJUST the positioning sensor since i just slapped a knew one on? I cant find out how to do thator even if i had to?

Any one have any ideas? Im massivly lost and at this point im ready to just set the whole thing aflame :)
