Resolved 420A Wiring issue. Where does this connector go?

I’m kind of new to working on an eclipse. I currently have a 99 rs 5 speed that has issues from previous owners I’m trying to figure out where one of the plugs go it connects underneath the steering wheel but can not find where.

That doesn't connect to anything. I had to ball mine up and zip tie it together, then tuck it up under the steering column to prevent it from falling down again. I think it's some sort of reflashing port for Chryslers.

That actually does go to something, if your car had it. Being that it is an RS though, it probably doesn't. That plug goes to the power mirror switch.
