i was thinking drilling the bolt that had broke inside the block out but i dont wanna damage the threading on the block.. the bolt on the upper left hand side had broke

Rethreading it looks to be your only option here man..
i was thinking about shaving down on it slowly, with a smaller drill bit until i get all of it out
Its going to be really hard to not hit those threads. And when you get to the bottom there will be a "shell" of the bold still threaded in.
Well be careful and best of luck. Can you get a bolt extractor and try that?
