420A 420a smoking on down shift (2nd motor)

As the title suggests I’m having an issue where my 420a smokes and reeks of oil on downshift, out of the exhaust.

It all started last year April (2024), where I encountered an issue where on 4-3 3-2 downshift or general decel smoke was coming out of my exhaust and reeked of oil. This year I rebuilt an entirely different engine, did rings, MLS headgasket, ARP studs, SRT4 lifters and rockers, and valve seals as well as having the head resurfaced and this issue has come back somehow LOL.

Only things that were the same were the PCV, valve cover, and exhaust, although yesterday I tossed on a catch can on the VC side that is vented to atmosphere and no longer recirculating thru the intake manifold as I noticed the intake was full of oil film after one drive. (was previously sand blasted) I did a compression test to rule that out, got numbers 200 +- 5 psi on every cyl. Going to drive it again later today and see if the removal of the oil vapor recirc helps or not, makes sense to me at least being that it only happens under vac (decel) but we will see. Any insight would be helpful thanks!

Car is catless with a apexi n1 muffler, so another thing I was thinking was the old motor had bad rings and the fiberglass matting in the muffler retained so much oil it’s still burning off but I’d assume that would consist thru out the rev band and not just decel and down shift
