420a lopey rough idle?

This is on my early 1995 2G 420A

So my 2g has had a lopey rough idle for some time now and I'm tired of it!
It will fluctuate from about 757 to 979 RPM's and the logger is showing 8.2%
Other than the idle the car runs great.
I just checked the TPS and I can't get any reading off of it just zero.
From what I've read, I should get around .4v closed and 3.8v at WOT.
I am testing pins 1 and 3.
I can unplug the TPS it idles a little higher than it should, but most of the lope is gone.
I have no check engine lights and nothing stored in the ECU.
Why would the sensor read zero?
I am testing it wrong?
Some one please help me out on this one.

The tps shouldn't effect idle but your iac will. It's right next to the tps on the throttle body. Try cleaning the spring out on the iac and see what happens. I'm unsure about the voltage side of things but the factory service manual should tell you all about it. Good luck with it.
