420a emissions?

Ok so here's the deal, I have a 1998 RS N/T and awhile back I was at a local pick n' pull and saw a 1997 GS so I started taking pieces from it. I noticed when I got to the passenger fender that there was a canister with wires and stuff on it. And sure enough my car doesn't have it. I'm throwing an engine light for something emissions related but I cant remember what it is right now. My car didn't come in the best of shape and it was missing pieces so I don't know if that box is supposed to be there or not.

Under my fender is a little 3" container with 2 hoses and an electrical plug-in. Is there supposed to be a big box under My PASSENGER side fender just on the underside of my power steering reservoir?

The evap system is there I believe. I think it's the charcoal canister. If you don't have that installed, you will get a CEL. If you have emissions testing in your state, you'll have to have that installed.
