420A 97 RS 420a OBD-II will not read for emissions test?

I am trying to get my car inspected and they had to do the ASM test cause they said they couldn't read my ECM. Is there an issue with the OBD-II diags on 97s?

Also, my car failed for HCs on the ASM so I took it to my mechanic who also said he couldn't pull the data from the computer unless he was using a generic interface. He spent half a day troubleshooting my car and found nothing wrong except my fuel pressure was at 55 instead of 50. So I don't know what to do. I bought some CRC guaranteed to pass fuel additive and will run that through and see if it helps. Anyone have any suggestions?
 
On the 420A N/T you can read the diagnostic code out using the "key dance" method. Turn ignition key on-off-on-off-on and count the flashes which represent the first and 2nd digit of the code. Longer pauses are used between multiple codes.

I do not have the check engine light lit, and the key dance has never worked for me. I can pull codes and clear them at autozone. This is concerning the emissions testing for all OBD-2 vehicles. In the near future all emissions will be tested via the computer and my car is not readable. Here is some info I found from help at another forum, early 2gen NT guys may want to take note:

No one seemed to have any answers for me so I went to the dealer:

Dealership tech said that these Kwik Lubes and shops like it are not willing to pay for the correct hardware to do the OBD-II test on our cars. He said that you might as well take it to the dealership cause they have the equipment to test correctly, can give a better idea of what would cause the failure, and it costs the same amount as any where else (State Mandate). Sounds logical to my but I am always apprehensive when it comes to Dealers or mechanics and car repairs.

So if I fail the re-test I will be going to Satan. The tech also said that having a dirty TB and intake plenum could easily make me fail for HCs so I will try to clean it out.

Hopefully that is the issue, any other suggestions
