2nd gen trouble

Me and a buddy of mine are trying to get his dsm going. (97 eclipse gst). He had mtor problems and rebuilt it at home. Now that it is all together the car cranks but will not turn over. I know there is a huge list of things to check and trust me we have checked and tried everything. I'll still take that huge list of things a double check things agian. anybody-everybody let me know ware to start and hopefully I will get to the finish and get the car running. Any suggestions WILL be considered. Please let me know. thx

My first thought is the engine fuse. I've seen this a lot.

If he rebuilt it, I need to know the following.

Compression, spark check, fuel check, listen to the injectors to see if they are clicking.

Does the tach needle move when you crank?
You may have checked, but I need to know the results. I may see something you overlooked. Just humor me.

Give me specifics so I can give you specific tests to further pinpoint probable source of problem.
