So some person decided to change lanes resulting in blocking me and a small fender bender.

I have 2 questions about the paint.

1. Did a 1996 Black Eclipse have a clear coat?
From what I can tell, no. I want to make sure the body shop matches the paint correctly.

2. Does the paint on this fender look OEM?
I am the second owner the previous said it was all original paint except the front valance.
My guess is yes, the paint peels away exposing clean metal. After market fenders have a
black primer.

Third, bonus, rhetorical question...how do you guys have such nicely kept cars?
my DSM was dent less for nearly 20 years and my day of registration I get a ding. Few months later this accident.
My G35 is same, seems like a ding or chip after another.

This paint looks to be single stage (no clear coat). One way to tell it to sand a small area with fine sand paper and see if you get almost like a wood grain effect, as if you were sanding through thin plywood. In other words, look for different layers.
Not sure if this is factory paint or if the car has been completely re-sprayed same color. Look at trim and in panel gaps. If you see any paint build-up (inside corners being rounder than they should be for example) or any sharp lines (tape lines) than the car has been re-sprayed at some point. A way to determine if this is a factory color is to ask the paint shop to scan it and compare that paint code to either the paint code sticker on the driver's door jamb or to online info.

Most likely this is single stage paint and is factory applied paint.
 
Thanks for the input. I will try sandpapering the fender, and another spot if I can find one.

I believe the previous owner. She's a 60 something year old neighbor. This car had 70K miles when I bought it and it was always kept in the garage under a nice car cover.

I thought I would at least look into it, she knows nothing about cars.
She thought the "lifetime Maintenance" covered everything. Doh!
