2Ga fog lights not working

1995 Eclipse GSX

I can't seem to get my fog lights to work. So far, I've checked the fuse (didn't look burned so I didn't replace it), I've swapped out the on/off switch on the dash bezel, and I've replaced 1 of the bulbs with a new H3.

I turned on my lights and turned on my fogs and nothing happened, so I didn't bother changing the second fog light bulb yet.

What other things can I do to try and fix this issue?

Well first thing is to make sure that you understand when they should be on and when they shouldn't(idk your level of knowledge). They won't turn on with the headlights off, and they won't turn on with the highbeams on-so basically headlights turned on, on low beams, fog lights should turn on. If they don't come on with that stipulation, you need to at very least purchase a test probe so you can begin electrical diagnosis. I suggest starting there instead of replacing things that might not need it, once you get a test light, check for power at the fuse with the fog lights on(again, low beams must be on as well). Let me know if you get that far and still haven't found the problem, and I'll pull the schematic off of alldata so you can trace the fault.
Also, I can't remember off the top of my head if there is one or not(most likely is) but you can also try swapping the relay with another one, pay special note to their orientation when you do that though, because it does matter.
