I think my fuel gauge might be broken, when I turn my car off the needle will stay on the gauge where it was when the car was running even though the car is off. Also when I let the car sit the gauge will read more gas then when i'm driving.

I get the same effect on my GS. Either it's normal, or we're both SOL.

No, the float does not really have anything to get caught on unless you have something in the tank. what can happen is it starts to come off with wear & tear with age.

Thats normal behavior. Sometimes depending on if the car is slightly inclined a bit, or what not the fuel level will shift. So when the car sits it can read a little different than when driving. The gauge staying the same when the car is off is totally normal.
