today i changed my front motor mount for the second time in three weeks. the bolt that was in it fit threw the holes on the bracket that comes off of the trany perfectly, but it is about 2/3 of the size hole in the mount is that normal?

Uh... no that isn't right. I had the same problem with all the prothane's I've ordered. They ALWAYS send me the wrong front sleeve. On my 3g I had to drill out for a 5/8" bolt in the bracket because I needed the car and prothane was going to take over a week to get me my new sleeve. The bolt should fit relatively snug in the sleeve on the mount whether it stock or aftermarket. Did you happen to get the auto mount? I know the sleeve is different in that one.

As said before, the sleeves are bigger to allow adjustment. For a solid mount this is useless. For a [stock] rubber mount, it's to maintain proper engine position. It can cause clunking with solid mounts.

I bought my 99 GST new and it still has the factory front rubber mount. When installing it, I also noticed the sleeve hole was much bigger than the bolt. After doing a clutch/tranny/engine job, the front mount is the last mount you put on. Each engine/tranny never goes on EXACTLY in the same place (due to other mounts wear, etc) so the larger hole accounts for this. I was sure glad of this, in fact on mine, I actually have to pull the engine/tranny down in the front to get the bolt in (so there is upward force on the front mount). The solid mounts I'm sure are different.
