20 psi car is set at with no boost controller

If the wastegate is set to 20psi you cant go below that.

^^ That's a good point... Do you have one in your engine bay between the actuator and boost plug? If not, it could be the actuator itself like mentioned above.

Sometimes you can shorten the actuator arm I believe or lengthen it to adjust boost, but buy a manual controller and turn it down

Also could be boost creep..Thinking the pressure is supposed to be 20psi..Common mistake..

You cant go below what the wastegate is set at. If its a 20psi wastegate actuator, its 20psi or above. You cant go down.

I thought the same thing, but you will also notice he's referring to a GSX in this post. His profile lists a TSi.

Either get a smaller spring or newer wastegate set for >20 psi

Pressurize just the wastegate and look for it to open. This will tell you what its set for.

From that alone I can almost for sure tell you that the car is not set to 20psi...A 16g and 3 inch exhaust lead to boost creep..Say the wastegate is 12 psi well at WOT the turbo will build the 12psi and then creep to a higher number..Resulting in the 20psi you were describing..
