2 fans one not working WTF?????

i was changing my coolant today and when it was running i noticed only one fan was on, is that normal?? is the other suppose to turn on at the same time,, looking at the pic #1 that fan was on and #2 was off, maybe a relay???

The fan that was running was normal, the other fan is only on when your air conditioning is running. I had the same problem a few weeks ago. Then I read my service manual.

If you want the driver side fan to run, turn your A/C on. If you dont need your A/C on pull the relay from the fuse box under the hood.
