2.4 ignition/fuel issue

On my friends 98 Spyder GS 2.4
Wont rev past 3k when its cold and sounds like a fuel cut. If we unplug cam sensor it will run great, buy if its unpluged it won't crank. Another problem is that if you run and cut if off, let it sit for a couple of minutes, when you restart it, it will spit and soutter for a minute. Haven't comfirmed if these are related. Any insight would be helpful.

Just installed a new O2 Sensor, Spark Plugs, & Fuel Filter also fixing a fuel leak.. Still have the problem. It's like any load put on the motor causes it to start misfiring, but it seems to run much better without the Cam Sensor being hooked up. I'm going to see if I can test the Cam Sensor and see what it comes up with.. Any ideas would be helpful
