how much i can increase compresion depending that i will be using 98octane fuel? and how many mm should i lower my engines head to reach that compression?

What kind of engine is it? You can either replace the pistons with higher compression pistons or you could take material off of the top of the block and or the head to decrease the size of the cylinders, thus raising compression.

That a very vague and general question. Generally people swap pistons to change compression not go with a thiner head gasket.

Compression ratio depends on what type of set-up you are running and just exactly what you want the car to produce in the end. There are a lot of factors that go into making a decision like that.

If you are strictly thinking about raising the compression to make more power then there are easier ways to go about it.
