will a 2.5" inside diameter flange (for a 2.5" ID cat-back exhaust) fit up to the stock catalytic converter on a 1g fwd turbo? or would only a 2.25" one fit?

what size inside diameter does the thermal cat-back have before it becomes 3" ?

take the catalytic off. buy a test pipe or a resonator... catalytic converters restrict exhaust flow...

OP lives in Cali.

As for the flange it depends on the bolt holes, my 3in downpipe bolted up to my stock o2 housing but the bolt holes weren't circular more like oval shaped so that it could bolt to different size flanges.
 
My bets are that it won't fit, stock exhaust size is 2.25" if you have 2.50" then I would suggest just getting a cheap 2.50" high flow cat. converter on ebay. I wouldn't recommend a straight pipe, it may make your exhaust too loud, and like habitatguy said you live in CA, I know they have strict emission laws.
 
My 2.5" downpipe fit to my cat just fine. Someone posted the OP lives in California but isn't a testpipe legal there? If they are, Ebay has some nice cheap testpipes ($70 or so) that are 2.5" and you wouldnt have to worry.
