1g awd turns over but wont start

My brother has a 93 awd talon that he bought and it was sitting for a while. we've had many dsms in the past (and currently have a few) so we thought we jumped into an easy fix. well we got the car started and we moved it back and forth once. then yesterday we went to check it out and the car would turn over but the injectors do not fire. the fuel rail is pressured with gas and the fuel pump is good. spark is there. and when we checked a plug there was an injector pulse ranging from 5v to 3.3v. we even replaced one of the blue top injectors with a black top (same 450cc but from a 2g) and still nothing. we changed out ecus to ones we knew forsure worked and no change. can anyone enlighten me? ive searched pages on pages but didnt find what i was looking for. some threads even which dont have answers to. any help would be good.

Check the injector resistor box on the fire wall. I've had this problem before.
