1997 Eclipse Gst boost doesnt kick in

I've only owned my eclipse for a couple months, but whenever I hit around 4500 rpm the car "redlines" or stutters and wont kick in the turbo. I went to a friend of mine and he glimpsed at it and said it might be the wastegate. he does not know for sure though. Does anyone know for sure what is causing this problem?
 
Do a boost leak test, if you have a leak, or multiple leaks, fix the leak. If it still happens you're probably hitting fuel cut because you have the boost turned up too high.
 
No I never did a Boost leak test, im a complete amateur with these types of cars. Do you guys know a step by step way of performing one?

Just tighten all of your clamps and blast air through it with an air gun and listen for any hissing. I had a boost leak for months that was causing me to never hit the right psi, I'd be set at 10 and itd hit and bounce around a 2 or 3. Shot some air through it and found out one of my lines had a large slice down the side of it.
 
as far i as i know you dont just blast air through your system you want to throw close to the amount of psi your pushing. You can do this with a boost leak tester (youtube how to make a boost leak tester by jafromobile) This can be done by adjusting your air compressor to a specific psi. This is to better see at what specific psi your dropping boost. You dont want to push in more then what you are boosting. Also make sure to check your spark plugs, if they are bad swap them for some ngk bpr6es. They run for $8 a set but only at napa everywhere else they are a bit more. Also test your cables. just my opinion
