Are the 90 Oil Filter housing bolts the same length as the 91-94 bolts?
 
According the the cited thread, yes. For 6-bolt engines only.

TRM Racing also only differentiates between 6 and 7 bolt motors for the OFH bolt kits as well:

I do find a slight discrepancy with the following quote cited from ASA regarding 6-bolt oil filter housings:
Oil filter housing:
For 1990:
MF241266 (washer assembled 8x65)
MF241261 (washer assembled 8x40)
MF241268 (washer assembled 8x75)
MF241264 (washer assembled 8x55)

For 91-92:
MF241261 (washer assembled 8x40) x 2
MF241268 (washer assembled 8x75)
MF241264 (washer assembled 8x55)
 
Im fairly certain the 90 OFH is the only one with a different bolt. My 6 bolt has the 90 and that had one bigger bolt instead of the matching 40mm bolts like my 7 bolt and Late gen 6bolt bolt kit has as stated above.
