Wtf My Gsx Surges!?!?!?!?

Why does my 1991 GSX surges only when cold??? do they all do that??? and have anyone done the emission elimination and what have you found??? here is the link on the emission deal...

Let me teach you how to use search since you don't know how. Look up and there's a grey bar going across the screen. In the middle of the bar, there's the word search. Click on that, then type in what you need.
