WTF Low Compression

I was expecting my compression to be a bit low before the rings seat but Here are the number going from 1 - 4

Anyone ever seen compression this low? I am wanting to say my compression tester is shit. I am 100% positive the timing belt is on right. When I did it I ran it around 2 cycles (not just 360* x2 but 2 full cycles) with a mechanics stetho scope listing for valve to piston contact.

I had my machinist do the pistons rings. I am gonna check my headbolt torque. But the engine is getting spark, smells like it is getting fuel, and I am not in space so it has air. But no fire.

EDIT:

Disregard this for now. I have determined that the line on my compression tester was mad home by a dirt dobber. ####ing dirt dobbers ####ing up my tools and shit....
