Won't boost past 15psi? on 14b?

Well I just installed my vr4 fuel pump and everything worked out, until I tried turning up the boost a bit. I'm on a 14b and use a blitz EBC, so my first idea was maybe the boost controller is messed up. So I disconnect it from the actuator to see if the boost will go any higher. Well it didn't, it stayed at 15psi. And now I really dint know what the problem is... I'm thinking its the actuator but what do you guys think? Any ideas or suggestions?

Shaft play could be causing the turbine to hit the housing, stopping it from building boost past 15 psi.
Or you could have an exhaust leak before the turbo.

Well I just took the intake pipe off and checked for shaft play, there was no more then usual so I think I'm alright there. About the exhaust leak would it necceserily stop the turbo from boosting 15psi? I havent checked for a exhaust leak yet but I will.
 
Yeah, it could limit the amount of boost. Also, your flapper could not be sealing all the way and releasing enough pressure to hold you at 15.

Well I checked for an exhaust leak and couldn't find one. I'm pretty sure the flapper is sealed all the way since I replaced it not to long ago. Could it be that the turbo is dying on me? Or could it anyway be my injectors, or fuel pump not working properly?

When I go wot the car seems to pull really hard, but it just doesn't seem to go past 15psi. So I really don't know whats going on... I have tried running the car without the actuator connected to a boost source but it still stops at 15psi. Could it be the actuator spring?

If Im running really rich could this also effect my problem?
