wistle sound and white smoke

hi guys im looking for some help.
my best guess is its my turbo or turbo seals...
the car makes a whistleing noise that is directly proportional to the engines rpms.
and above say 5500 it shoots white smoke. or when it hits boost it seems
what could this be?
any help would be apriciated.

I think starting with finding the whistling makes sense, start with a boost leak test and then I would suggest putting some seafoam through your vacuum lines which will help you see if the turbo is leaking exhaust, if it is then it will blow really really thick white smoke all over the place from the hole which is how I found my exhaust manifold crack (all sorts of other stuff would work too) other than that white smoke is usually either water or a lean condition.

Do you use synthetic oil? Have you checked shaft play lately? It could be the compressor wheel rubbing up against the housing, this will cause a supercharger whining sound.

Check for shaft play on the turbo and inspect the turbo compressor wheel fins for damage, as well as the compressor housing inlet for signs that the wheel/fins may be hitting the inlet. Any in/out shaft play means your turbo is shot. If the compressor wheel can touch the housing, it's shot as well.

White smoke is coolant being burned and whistle is turbo so...turbo seals.
