its only one motor and its located behind the passenger's side strut tower.

Wipers work just like the wheels and arms of an old locomotive. So there's that front windshield plastic trim that comes off the the whole wiper assembly is there. I'm pretty sure one of the arms popped out

This has nothing to do with it.

The two front wipers run off the same motor and mechanical linkage. It runs inside the cowl in the same area that the fresh air for the heater/AC comes from. On the ends of the linkage are plastic ball joints that snap on the metal ball on the other link. These can pop off say from one of the wipers freezing to the windshield. It's also possible that the splines on the shafts the wipers arms are attached to have stripped.
