windshield wiper fluid...no flow

Ok. So I have been trying to get my Windshield Wiper Fluid system to work. There is no flow to the shooters. I pulled out the spare tire to look at the tank and found the wire harness to the bottom left of the tank to be unplugged. Also, there was only one harness for the 2 motors. The other had been cut and left to dangle. So at this point i could get one motor to work but still no flow. I used the one wiring harness left intact to check both pumps to see if they both ran. They both do but neither will flow. There are a couple of dangling tubes that concern me. One leads from the fill spot down about 6 inches and just opens up, the other is to the front of the car. I think the one that leads to the car is supposed to have a T valve between it and the rear one and the actual tank. Would i be able to to fix that one harness to get it to have both pumps hooked up? Here are attached pictures to assist.

Usually the fluid if left over a long period of time will crystalize. You probably will probably have to remove the hoses and blow through the nozzles to clear them out.

Be careful as the plastic breaks very easy.

Heey my car has the same problem ( i think) but i cant help you.. maybe you can help me?
Where are the pumps? i cant find them any where!

Update:

The pumps are under your spare tire in the trunk. Two little black things in the middle of the plastic tank. I do hear the motors run when I turn on the rear washers and front washers also. I fixed the cut motor wire by taking a couple speaker wire connectors and attaching each to each plug. It ran right after that but i still do not get flow. I pulled the tubes out and blew air through them and the air blew through very easily. So can a pump make the noise even if its not working?
