will not hold boost past 15 pounds

my car will hold 15psi in all gears but when I turn it to 20psi it will hold in 1st gear only and then I shift to 2nd and the turbo will only build maybe 5psi if im lucky any ideas?

The first thing that comes to mind is major boost leak somewhere.

I had the same problem a few months ago with my old setup, I ended having a boost leak at the turbos main seal. You may want to build a boost leak tester and find the leak. Good Luck
