Wierd idle problem

Well I have been trying to figure this idle problem down for a long time. When I first start the car and let it warm up for a while it will settle at about 1k rpms. After driving for a short period it will always go up to about 1.7k and sometimes surge up to 1.7k. I have replaced the throttle body shaft seals and done many issues to eliminate boost leaks. It never dips low. Any idea's at all of what could be the problem because with a 3" exhaust its very annoying.
 
I have not checked it the way they said in that link but I did try swapping it with a different isc and the idle was surging super fast so I put the other one back on so it wasn't as bad. I will try that method of testing the resistance.:thumb:
