Wierd Iddle

I know this topic has been brought up many times now but i still cant find a problem. When the car is on either neutral or with the clutch in it revs from about 1200-1500 almost all the time. Every once in a while it will stop at about 1200 then will start up again.
The car runs great besides that no leaks the vacuum pressure is fine, throttle body is good. I have been trying to get it smogged (California) and they tell me it wont pass with the iddle that way and i dont know what to do. Could it be the MAF?

Look on vfaq.com in the intake section about idle surge. It covers almost every possible cause for idle surge.
