Wierd Coolant Issue

Ok I have a weird coolant issue.

The coolant system never pulls coolant from the overflow bottle. The line is free and clear from the tstat housing. The radiator cap is brand new from Autozone. Can it be bad where it is not letting coolant back into the system.

I tried to burp the system today. Let me know if I am doing this right. I let the system get all the way up to operating temp with the cap off. let the thermostat open then once the tstat opens put the cap back on. It should then push the last bit of air out. and pull coolant from the over flow bottle. Well I just checked and it didnt pull any from the over flow bottle and now the system was real low.

I also smell a hint of coolant after full boost. I dont know if that is because all the coolant all over my car or what.

could be left over coolant not cleaned up. It doesn't always take coolant from there. It is there in case it needs it. The system should be full and the reserve tank added to the fill line.

Yeah but my point is why is it not pulling coolant from the coolant overflow?

Is the engine low on coolant? If not, there's no reason it would need to

As I mentioned I burped the system which means the system is filled. But as the engine cools down it should pull from the overflow but it not pulling the fluid.
