why is my car smoking???

If I rev my car in nuetral to like 6000 rpms, when it gets to like 4000rpms it will let out of a puff of black and white smoke. If I floor it in second it will also smoke in the higher rpms. The turbo has only a few hundred miles on it and the compression is 152psi across the board. I'm also getting really shitty turbo lag (4000rpms for 7psi on an Evo 3 16g), and bad missfires at higher rpms. If I just floor it in nuetral i'll get a big misfire at 5500rpms and a big one at 6500rpms. I have done a bunch of boost leak test and have fixed all my boost leaks. I've also replaced my spark plugs and tried different wires. Any ideas?

Ok I just did some more tests. When I rev it to 7k rpms WOT in nuetral when the car is warmed up, I will get a good amount of white and black smoke accompanied by HUGE misfires from 5k-7k rpms. This happens as soon as I start building boost (I can build about 3psi from a nuetral rev). As it is decelerating, some more white smoke will puff out (not thick), and then it will stop smoking. My spark plugs ARE oil fouled, however as I said previously I have good compression and a new turbo.
