Why is my brand new MBC leaking??

Can someone help me. I just bought a Turbo XS Standerd MBC from extreme psi , i installed it properly and turned the boost to 14 psi. Well my gauge only reads 11, so i pop'd my hood, and the boost controller has a hissing sound coming from it, so i took the hoses off and put them back on, and put new zip ties on. So i try it again, still a hissing noise. Then i put water all around the hoses to see if i see bubbles. nope , none. The noise sounds like it is coming from the 13mm bolt on the side? The thing is brand new, and i just installed it. So wtf is the deal with it? im starting to think i got a defective mbc. Someone please help me.
 
the directions said one full turn is 1psi, so i turned it all the way closed. I turned it 4 full turns and it went to 11 for some reason. so i then turned it one more time and it stayed at 11 , so i turned it one more full turn and it still is at 11.

Yup that is your problem....
 
Well before installing the mbc, i ran 14psi. so i dont see why it woudnt still go to 14. i know the stock bov leaks, i have a 1st gen i need to get a flange welded for it. But my question is, my boost gauge read 14 before the install, so why woudnt it go there now??
 
i think i might see your problem. is that the stock T fitting right off of the wastegate actuator that i see? the one that T's to the nipple on the compressor housing, and used to also T to the boost control solenoid? if so, GET RID OF IT. you should have 2 hoses TOTAL: one from the bov vacuum tube and one directly to the wastegate actuator. do not interrupt either of these lines.

if i am right (i cant really make it out in the picture), the reason you cant build boost is the wastegate actuator is constantly receiving a direct pressure signal from the compressor. BLOCK OFF the nipple on the compressor housing. or, alternately, get your MBC pressure source from there, not from the bov vacuum hose.

if i am wrong, then i'm sorry for the length of the reply :)
 
How would i block off the nipple on the compressor housing? and before i installed it, there was a T fitting in its place, i took the hose that went to the BCS and hooked it to the boost controller. Then ran a line to the bov vac. so, what did i do wrong? should i run the hose straight to the wastegate actuator, and if so, where can i get a plug or something to block off the compressor? I really need to figure this out, im getting aggravated.
