Why is my boost level going down?!?!?!?!?!!?

Ok since i have replaced my plugs and wires i have been able to get my boost to spike to 19-20 psi and level off at 17-18 Now for some reason i can only get it to spike to 16-15 and level off at 14-15. (view my profile to see my mods) this problem has happened to me once before and eventually went away now its back again.
 
Do you have any broken bolts on your exhaust manifold? Did you check for boost leaks.

When I first got my BigT-28, it boosted right to the set boost, but now one of my exhaust manifold studs broke, and I'm getting spiking then resting on 16lbs. I'm assuming it was caused by the broken bolt. Sounds like some type of boost leak on yours of some kind though. Also check to make sure your BOV is set tight, and that your boost controller isn't leaking.
 
yes im almost positive that i have no leaks and that my exhaust studs and bolts are good since i just rebuilt my whole damn motor a few months ago im starting to wonder if my boost controller is leaking or something and for some odd reason this whole problem started when i cleaned my k&n air filter like i said it went away and i came back could the small vacume hose that goes to the bov have something to do with this?
 
could the oil used to spray down the air filter cause the boost controller to get clogged?
