Why does it take 5 minutes for my idle stablize?

Curious why it take my idle awhile to stablizes. It starts at 2k and slowly comes down to 1k.

FIAV Blocked off.
ISC set correctly.
No boost leaks.

Any ideas? Its not a huge issue but I don't want it to become an issue.
 
Nope no CELs
 
Since you have the FIAV blocked off the valve stays open longer , no coolant is passing through the lines. Your car will take a bit longer to idle better.

The way to adjust this properly is to tune the ISC coolant maps.

Do you have a way of tuning your ECU?

The FIAV was blocked off when I bought the engine. Had no idea what it does. I have ECMLink v3. Can I use that to tune the ISC coolant maps?
 
Oops my FIAV is not blocked off my EGR is.
