I just installed a brand new 16g turbo on my eclipse that has been in the prosess for a long time of getting fixed, the same thing happened to my last turbo (t25) and it eneded up burning up, so i dont want the same to happen to this one, i start it up, no problem but when i go to rev it up, it barely revs it wont go past 3000 rpms, and white smoke comes out from what it apears to be the turbo or the down pipe, can any one tell me what this problem is?

When you put in the new turbo, did you prime it before you started it? Also, did you make sure the motor oil was at a decent level? Are you sure the smoke coming off isn't just stuff burning off the exhaust components? Sometimes when I put my manifold or downpipe on, I have oil and other stuff on my hands and it ends up getting on the component. Then, when it gets hot, it burns off. It should go away relatively fast, though.
 
I would say get an aftermarket oil pressure guage, and put that on. You oil pressure being too high could be pushing oil past the turbo seals, and thus creating the white smoke upon reving the motor. If that is the problem you will want to get a restrictor for your oil line, so that no more then 55-60psi is going to the turbo. The excess pressure forces the bearing to into the housing and causes friction while the shaft is still spinning. Thus cheating very slow spool time, and the white smoke would be from the high oil pressure forcing oil past the turbo seals.

To make it clear to you how important priming it is, I prime my turbo after EVERY oil change, and I still have the stock 14B with 190k on it, and no in and out play, and 1mm(std.) play from side to side. I haven't rebuilt it either. Think about it for those crutial seconds that you first start up the motor your turbo has no oil in it, and the bearing is just grinding on the shaft, and its messing with the shaft and bearing.
