white smoke at all times

i have been lurking on the forum for years.. I had a 1g na and i have a 02 galant turbo and now I have a 2g 96 gst.

The gst has been through a lot but most recently a rebuilt engine before I got it. Problem is the headgasket leaked at one point and the previous owner got it redone. It was supposedly tested and fixed and checked out fine. So they repaired that and determined the turbo was the cause of the white smoke this time. The turbo had a lot of shaft play so we replaced it with another t25. Still we get white smoke which increases with rpms. We even tried bypassing the coolant lines which gives us the same results. Did a compression test today and got 180 - 170 - 175 - 170. I am not 100% and i may need to check it again but i think on 1 maybe 2 of the cylinders the number dropped shortly after my reading. I dont trust the work of the mechanic that was used but I didnt pay for the work so its not my issue but I am trying to get it fixed asap. The last oil change i did not see any coolant oil mix.. Also replaced pcv valve not too long ago with no effect.

If you blocked coolant flow to the turbo and there is still white smoke then that leaves the headgasket to be bad IMO.
