whirring noise / no boost? WTF!

today i noticed my car not making power as it should. i would put the pedal to the floor and barely hit full boost. oil pressure is fine, stock t 25, replaced not long ago. also when i hit the gas pedal, i hear a faint whirring noise, like a RC car. any suggestions?
 
Check the coupler on your turbo and then check for boost leaks. Mine did the same thing once, it ended up being a busted coupler.
 
While you're checking the coupler and the boost leaks, check the turbo for shaft play. A little up and down or side to side play is okay, but you should barely be able to feel it. Any in and out play is bad. Check the fins to see if anything is blocking them or stuck in them. Check to make sure any intercooler pipes or couplers haven't flopped off their respective fittings.
 
This was happening to me on my 16g, my J pipe bolts came loose and from the air leaking out it sounded like a RC car just like what you said. Make sure your IC oulet pipe from the turbo isnt loose or anything like DGajre777 said.
 
this happen to me not too long ago and it ended up being a loose t-bolt clamp on the intercooler piping the pipe looked like it was still connected but under boost it let the pressure out. so i fixed that and then it happen to me again but this time i blew the seam on one of my 90 degree bend silicone couplers. so just check all your piping, clamps and couplings since you recently replaced the stock turbo you might have overlooked something simple
 
no boost leaks, inspected the turbo, noticable amounts of oil appeared to be runnign down the return line into the oil pan, and there was significant side to side shaft play on the turbo. so...blow turbo? wee! . grr.
