Whirring noise by alt/pulleys when revving

Hi guys, my problem is this. my car is kind of hard to start sometimes, due to a bad starter(thats what I am leaning towards). Well when I do get the car started, it sounds like a whirring noise coming from the driver side under the hood. Any suggestions what it could be? I replaced the alternator with a rebuilt one from a reputable shop near my house, and also replaced that belt. The whirring noise goes up and down with my revs as well. I did just have the timing belt and water pump replaced. any and all suggestions are welcome. Thanks
 
Check your timing belt for scuffs or scratches indicating it's rubbing somewhere, and make sure the cover doesn't contact the belt anywhere.
 
Are you familiar with how a power steering pump sounds when its low on fluid or restricted?

The timing belt is not rubbing and is new. About the power steering, I have that disconnected. The pump is completely out.
