whining noise (not alternator or p/s)

Ive been working on my car for a little while(1995 eagle talon 420a). when i got it it wouldnt start (bent valves no timing belt). i replaced the cylinder head, timing belt tensioner, timing pulley, water pump, radiator, and all the gaskets, hoses and belts that go along with that.. put everything back together and started it. i let it run for a while checking for leeks and temp. everything looked good. so i gave it a throttle and a whining noise came from the engine. it seems to get louder as the rpm's rise. i thought it might be the belts or a pulley. so i turned the car of took the p/s and ac belt off started the car, noise still there. so i removed the ac belt started the car and the noise was still there. i tried to loosen then tighten then loosen the timing belt but to no avail.:confused: the noise hasent stopped, so i need some other ideas on what/where this could be coming from any help would be well appreciated.
 
use a listening probe or a stethoscope to try to pinpoint the area its coming from. could be a dying pulley, oil pump, etc etc.
 
the only belt left is the timing belt and the pulley are new. the timing cover is off and water pump is new.. as for the video i will post it tomorrow sometime after 5pm central

i tried to loosen it but nothing happened no change... could it be a scratch on the cam lobe? or something too tight?
 
Did you ever figure out the problem? My car is making the same noise at and above 3k rpm. I've replaced lifters, timing belt, water pump, head gasket, intake gasket, and exhaust gasket. I've also ran it open header to see if the catalytic converter was going out...same noise. Like a string caught in a vacuum cleaner.
