No tool required. Just loosen the set screw in the collar and turn by hand, while making sure to have the other hand on the sleeve (otherwise you'll just turn the whole thing as a unit and not raise/lower the collar).
Sometimes you can adjust without jacking (depends on which direction you're trying to move the collar), but I usually just put a small jack under that corner and pump it up a few times. Don't need to raise the car off the ground, but just get enough weight off the corner so you can adjust.
Make sure to tighten down the set screw once you're done making adjustments. I always turn the collar so the set screw is facing out towards me to help remind myself to tighten it.
