what size wastegate?

I have wastegate and im not sure what size it is. I was told it was a 42mm. I measured the outside of the first ring and got 35. then I measured the outside of the second ring and got 42.

Go by the inside diameter measurement or the measurement of the first ring. It is a 35mm wastegate.
