What relays are behind where hood release is

For a 95A GSX relay box about behind where the hood release is. Looks like it holds 4 relays (although mine only has 3 in it) and two red fuses. Car is acting up and a few of the relays look burned out.
 
No fuel no spark. Bought an ECU from a member here as that's what we thought it was. Boyfriend thinks i bought a bad ECU. But the relays in this spot are not getting power. I Will try to post a picture when i get on the computer as i am on my phone right now. MPI relay clicks so we don't "think" its bad. Of course i have a 95 and the parts aren't always interchangeable...Damn 95

Question. Would those fuses being dead with no power cause running issues? We were on the freeway going about 65 mph the security light flashes a few times then the car dies and then goes into what seems like limp mode. No fuel, no spark, bought another ECU from a fellow forum member still nothing....
