i was in my moms car pulling out of my driveway and it's on a hill so at the very bottom you can see the undercarriage of the car, or atleast anything protruding from it, i notice on mine i have a plug hanging down. i checked around but cant seem to find anything it plugs into.

edit - now realizing i gave little to no description, its on the front passenger side right underneath the headlight.

come to think of it your right, i dont have fogs, and horn hasn't worked since i bought the car. i heard the horn squeak once but never worked since.
 
Looks like a dual plug (-/+) so most likely a fog light. If you cant find out where it goes, and you dont have fog lights, then there you go... But if you DO have foglights, just use the length of the wire to see potential places it could plug in, and I'm sure you'll find it... Is there a check engine light, etc???? A few more details and we can help better.
 
fair enough, it does seem like it would be for fogs it's coming out of the headlight harness. i didn't look for another plug on the other side. i do have a CEL but not related to this.
