What is this and why does it leak so much oil!

hey im soert of new at this stuff with attaching pictures so hopefully it works, but could anyone tell me what kind of sprocket looking thing that is in the upper left hand corner? Its leaking emense amounts of oil, i tried replacing the seal with a similar one but it blew out again, i just need to know what part it is so i can get the correct seal for it, can anyone help?! im 17 and am still getting used to having to fix this car all the time and am not familiar with the parts but the most ive found is this might be a silent shaft sprocket?
any input would be great, thanks

That is silencer/balance shaft.

-Front balance shaft belt, if you're having hard time trying to loosen or tighten that bolt on the sproket, on the front of the engine block just around the coner of that sprocket, you'll notice a screw(phillip), remove that screw (kind of easy to strip the head), stick a screw driver in it will keep the front balance shaft from rotating.
