What can I check to see if EVAP canister is bad?

I've been wanting to delete my emissions for the longest time now, and I have done it on this car twice, but each time it screwed up my idle so I put all the crap back in. I am moving to Denver early next year where I will sadly have to keep my emissions. Right now my car gets very poor fuel mileage, it constantly smells like fuel, has sporadic idle, and other issues. At school, we're going through driveability stuff including fuel systems and emissions and in my book, it has something saying that a bad charcoal canister can be the cause of the issues I'm having. I need to know how to tell if my canister is bad. I have to fix this or I'll never pass emissions in Denver and won't be able to re-tag or drive my car.
